installing light rims is not wise in this country and if the difference in tyre sizes doesn't affect weight that much so i think installing the smallest rim with the widest tyre possible is the choice
it will hurt the high end speed a little but will improve the acceleration
or you can use smaller rim with high wall tyres to enhance high speed but it will hurt the handling

lighter doesn't mean weaker by default... look as BBS and OZ rims... they are light and strong
bear in mind that too big side wall will cause the car to be "wobbly" and will lose some of its cornering ability... i'd rather have a broken rim than a wobbly car
also if weight difference is Negligible then the bigger rim should be your choice... you are seeking stability and cornering ability and that is not attainable with a small rim and massive side wall tire... it is the other way arround
i share your concern regarding our nice roads so this is why i don't recommend going too low on tire profiles... 9 cms side wall seems to be most sutable as far as our roads are concerned
