Understeer is not just present during acceleration through a corner, it can also be found during heavy braking. If the brake balance (the strength of the brakes in terms of the front and rear wheels) is too heavy at the front this can cause understeer. This is caused by the front wheels locking and losing any effective steering. The opposite is true if the brake balance is too strong towards the rear wheels causing the rear end to spin out (like a child skidding on a bicycle). In ordinary road cars a safe brake balance (tending towards slight understeer) must be found.
Racing drivers, on asphalt surfaces, generally prefer a neutral condition (with a slight tendency toward understeer or oversteer, depending on the track and driver preference) because both understeer and oversteer conditions will scrub off speed while cornering. In rear wheel drive cars understeer is generally faster on a circuit because the rear wheels need to have some grip available to accelerate the vehicle out of the turn.

It's possible for a vehicle to exhibit both understeer and oversteer at different times. A classic example of this is the first-generation Porsche 911 Turbo. With the weight of the engine over the back axle, a big tire size difference front-to-rear, and an engine that produces a sudden hit of power when the turbo spools up, the old 911 Turbos were notorious for their evil handling characteristics, going from power-off understeer to power-on oversteer at the speed of thought. Porsche has managed to breed these traits out of the newer 911's through careful chassis tuning, redistribution of weight, and the adoption of an all-wheel-drive system for the newest Turbos.

For this reason, you'll almost never see a factory-stock car with a rear anti-roll bar, but no bar on the front. Without getting into a lot of advanced car dynamics, I'll just say that putting a "swaybar" or anti-roll bar on one end of the car (or replacing an existing one with a stiffer bar) will tend to give the opposite end of the car more traction. Thus, most cars come equipped with a front bar but none in the rear, or if they have both, the front bar will be considerably stiffer. This preserves the tendencyto "safely" understeer once the limits of handling are reached.

1st this is an example of a problem with the car.
2nd it is a rear engine car so it is an exceptional case, just supercars have that type of engine placement.

We are talking practically again:

understeer is more commonly associated to front wheel drive cars. This is when you go into a corner and turn the wheel as hard as you can but the momentum of the car actually wants to go forward instead of turning.

FWD cars tend to understeer at the limit because they have most of their weights on the front wheels. The car makers design them that way because it is safer for idiots

oversteer is when the rear of your car begins to pass you into a turn. It's a lot more common on rear wheel drive (RWD) cars when the car gets "sideways".

RWD cars can be made to oversteer by breaking the traction on the rear wheels with power (accelerate). We have seen plenty of movie cars where the cars go sideways around corners. That's oversteer.

I know what is a torque Steer

FWD=torque steer

You can get rid of it if you install an LSD (limited Slip Differential)

you can reduce but you cant get rid of it completely
